10 arrested for hospital vandalism

ITANAGAR, Aug 18:  At least 10 people have been arrested for allegedly vandalising the office of the Medical Superintendent of Aalo hospital on Friday.
Reportedly, a group of angry miscreants barged into Medical Superintendent in-charge, Dr Linnya Lollen's chamber around 4 PM on Friday, accusing that the hospital did not allow the ambulance to carry the dead body of a deceased boy, who reportedly died in a tragic road mishap between Kabu Village and Aalo on August 15.
The Aalo Superintendent of Police informed The Arunachal Times that 10 persons involved in the act of vandalism have been arrested and are under police remand. However, the SP did not disclose the identity of the arrested people.
When contacted, Dr Lollen stated that the miscreants were relatives of the deceased boy who were accusing him (Dr Lollen) of denying ambulance to transport the dead body.
"They barged into my office and hurled abusive words and started vandalising my office", Dr Lollen said. He clarified that a dead body cannot be transported in an ambulance as per the laid down norms because there is high chance of infecting patients who are still alive.
"For dead bodies, a hearse vehicle/mortuary can only be used", he added.  
According to Dr Lollen, the deceased boy had already succumbed to his injuries before the ambulance arrived. The ambulance denied taking the body only after they learnt that the boy was already dead.
Meanwhile, the Indian Medical Association-Arunachal branch and the Arunachal Pradesh Doctors' Association strongly condemned the act of vandalism in the office of the medical superintendent. The fraternity further demanded strict action against the persons involved in the incident.
The organisations also urged the government to enact Arunachal Pradesh Protection of Medical Service Persons and Medical Service Institutions, (Prevention of Violence and Damage or Loss of Property) Act, 2017, so that such incidents are prevented in the future.
Further, the organisations appealed to the government to provide mortuary vans and other facilities to transport dead bodies in the government hospitals and to provide security to medical staff.



State's first solar powered hospital in Kra Daadi
PALIN, Aug 18: With the installation of a 50 KWp SPV solar power plant, the 50-bed hospital of Jorung in Palin circle under Kra Daadi district has become the first hospital in the state to be completely run by solar power energy.  
The solar plant project with 160 solar panels, 120 Exide batteries, one inverter and an input-output panel board was tested and commissioned recently.
The Rs 1.2 crore solar power project was executed by the APEDA, Kra Daadi district, and M/s North East Agency Pvt Ltd, Guwahati carried out  the project work.  
The solar plant produces enough power to run the hospital and nearby quarters. After the installation of the solar plant, the electricity bill of the hospital has greatly reduced, and the savings on electricity bill can be used to buy modern equipment for the hospital. (DIPRO)



Will continue to engage with China for Dokalam solution: India
NEW DELHI, Aug 18: India today said it will continue to engage with China to find a mutually acceptable solution to the Dokalam standoff, asserting that peace and tranquility on the border is an important pre-requisite for smooth bilateral relationship.
"We will continue to engage with China to find a mutually acceptable solution," MEA spokesperson Raveesh Kumar said replying to a volley of questions on the issue.
He said peace and tranquility in the border areas is an important pre-requisite for smooth development of bilateral relationship.
Asked about incident between Chinese troops and Indian border guards in Ladakh on August 15, the MEA spokesperson said, "Such incidents are not in the interest of either side."
He said two border personnel meetings (BPMs) had taken place between Indian border guards and Chinese troops recently.
He said one BPM had taken place at Chushul on August 16 and another one at Nathu La a week before.
When asked whether China had shared hydrological data with India as floods have severely hit Assam and Bihar, Kumar said no such data was received from Beijing on Brahmaputra this year.
India and China have an existing mechanism under which both countries share hydrological data.
Kumar said non-sharing of hydrological data by China cannot be linked to the current standoff as there can be technical reasons for it. (PTI)



Pema meets Vice President Naidu
NEW DELHI, Aug 18:  Chief Minister Pema Khandu appreciated Vice President Venkaiah Naidu for fulfilling the wishes of the people of the state to get the Film and TV Institute in Arunachal functional and for providing a dedicated Doordarshan channel- Arun Prabha, which will showcase the rich culture of the Northeast to the rest of the country.
Meeting the Vice President on Friday, Pema congratulated Naidu on becoming the 13th Vice President of India and appreciated his guidance during his tenure as Union Minister in helping Pasighat achieve the status of Smart City and for considering the state government's request to get Itanagar under the Smart City Mission.
Naidu on his part advised Pema to work with dedication for the people and to set examples for other leaders to follow. He also expressed his keen interest to visit Arunachal during the launch of DD Channel - Arun Prabha.
Pema was accompanied by State BJP President Tapir Gao, Union MoS Home Kiren Rijiju, Deputy Chief Minister Chowna Mein, WRD Minister Kamlung Mossang, Art & Culture Minister Dr Mohesh Chai and Planning Parliamentary Secretary Zingnu Namchoom.



Official team finds shortfalls in hospital facilities
YUPIA, Aug 18: A high level official team led by Dr Bamin Tada, Director, Regional Resource Centre (RRC), Northeast, Guwahati, visited Doimukh and Kimin CHCs on Thursday and found several shortfalls in the facilities.
The team assessed the facilities available in the labour room, OT, EPI, laboratory, pharmacy, OPD, IPD and implementation of Swachh Bharat Abhiyan, and opined that the facilities must be improved to deliver effective health care services to the needy people.
Interacting with the Medical Officer in-charge and staff, Dr Tada and his colleagues assured to extend technical support for improvement of the functioning of the health centres.
Other members of the team included Dr Pumani Kalita, Consultant, CP, Dr Surajit Choudhary, Consultant PH, Diganto Sarma, Consultant, CP, Debojit Bora, State Facilitator, Papum Pare DMO, Dr Tasso Kampu, DrJomnya Ado, DRCHO and Dr Tania Raju, DANO.



Ngandam urges NCC to shoulder responsibility
ITANAGAR, Aug 18: Education & Library Minister Honchun Ngandam on Friday called upon the NCC cadets to shoulder the responsibility of nation building with determination and dedication.
Addressing  at the valedictory function of the 10 days Thal Sena combined training camp of NCC here at Rajiv Gandhi Government Polytechnic, the Minister, while lauding the  role of the NCC said,  the NCC being a source of  discipline, the cadets  should  work for  country's unity and integrity and  development with sincerity and dedication while maintaining discipline.  He also asked them to excel in extracurricular activities.
Lieutenant Colonel N K Bisnoi informed that 80 girl cadets will be going for an advance training camp beginning from August 20 at Jorhat. From Arunachal Pradesh, three cadets, namely Binita Dorjee and Mihin Ronya from RGGP and Kenyir Ette from DNGC have been selected for Thal Sena training camp at Jorhat.  They will also participate in national level Thal Sena training and competition to be held at New Delhi from September 1.
Cadets from Shillong, Jorhat, Tezpur, Guwahati, Dibrughar, Silchar, Imphal, Nagaland, Tripura and Arunachal Pradesh attended the training.



DC emphasizes on enrolment of young voters
NAMSAI, Aug 18: Namsai Deputy Commissioner cum District Election Officer, R K Sharma on Friday attended several awareness camps which were organized under Systematic Voters' Education and Electoral Participation (SVEEP) programme.  
Attending the camps at Government Polytechnic College, Namsai, Government Higher Secondary School, Lathao and Mahabodhi Lord Buddha College, Ningroo, the DC emphasized on enrolment of young voters,especially in the age group of 18 to 19 years.
He said that due to lack of systematic electors' education, the elector population ratio in the district is behind the national level data and directed the EROs, AEROs and BLOs of the district to organize awareness camps in all polling stations on important days to sensitize the eligible electors to join the electoral process.
He also requested the teachers to encourage the students for timely enrolment in the electoral roll.
EAC/ERO Jayanti Pertin, EAC/AERO Ribi Karlo and SVEEP nodal officer B Biswas accompanied the DC during the awareness campaign.



RBI to issue new fluorescent blue Rs 50 notes
MUMBAI, Aug 18: The Reserve Bank of India will soon introduce new fluorescent blue Rs 50 banknotes bearing the motif of 'Hampi with Chariot' that depicts India's cultural heritage.
RBI said it will shortly issue these Rs 50 denomination banknotes in the Mahatma Gandhi (new) series.
"The new denomination has motif of Hampi with Chariot on the reverse, depicting the country's cultural heritage. The base colour of the note is fluorescent blue," RBI said in a release.
Among others, the new notes will have designs and geometric patterns aligning with the overall colour schemes, both at the obverse and reverse, it added.
On the obverse/front side, the note will have portrait of Mahatma Gandhi at the centre, denominational value in Devanagari script, micro letters RBI, India -- both in English and Devanagari -- as well as the numeral "50".
The Ashoka pillar emblem will be on the right side of the obverse and an electrotype watermark and the number panel with numerals in ascending order on the top left side and bottom right side.
The new note having dimension of 66 mm X 135 mm will bear the year of printing on the reverse side, a Swachh Bharat logo with slogan, language panel and the motif of 'Hampi with Chariot'.
"All the banknotes in the denomination of Rs 50 issued by the Reserve Bank in the earlier series will continue to be legal tender," RBI added. (PTI)



Two students drown in Ziro
ZIRO, Aug 18: Two young students, identified as Punyo Karang and Tilling Kojing, both class XII students drowned at Kley River in Ziro.
Reportedly, they had gone to the river to take a bath when they drowned in the turbulent river. Their dead bodies have been retrieved and last rite performed on Thursday, informed Apatani Youth Association President, Taku Chatung. He has further appealed to the authority for ex-gratia for the next of kin of the young students.




Awareness prog on CM's flagship schemes
ROING, Aug 18: A two-day long awareness programme on the Chief Minister's Krishi Rinn Yojana, Deen Dayal Upadhyaya Bunker Yojana and Deen Dayal Upadhyaya Swavala-mban Yojana, besides CM's flagship schemes was organized by the district administration,             in collaboration with AMYA, a local NGO                 and  NABARD, which concluded at the Anchal Samity Hall on Friday.
Around 300 people including farmers and weavers, entrepreneurs and educated unemployed youths attended the programme. On the first day, Deputy Director, NABARD gave a presentation on Dairy Entrepreneurship Development Scheme and Centrally Sponsored schemes under National Livestock Mission 2017-18.
Addressing the programme, Lower Dibang Valley Deputy Commissioner, Deepak Shinde instructed all the bankers and officers to assist the prospective beneficiaries of the various schemes in availing benefits under the scheme.
Roing ADC, Chesta Yadav briefed about the procedures of applying for the schemes,while DPO, Marto Dirchi informed that the beneficiaries could avail loan up to Rs 3 lakh under Krishi Rinn Yojana, Rs 2 lakh under Deen Dayal Upadhyaya Bunker Yojana and Rs 10 lakh to Rs 1 crore under Deen Dayal Upadhyaya Swavalamban Yojana. Karbak calls for cooperation for all round development

ITANAGAR, Aug 18: Parliamentary Secretary for Sports & Youth Affairs, Nyamar Karbak has called upon the people of his constituency to cooperate with the state government, particularly concerned departments engaged in various schemes, for all round development.
Karbak, who is also the local MLA of the area, was addressing the public during an inauguration programme of a welcome gate at Darak circle.
Funded under SIDF 2016-17, the project was executed through RWD, Aalo Division with an amount of Rs 20 lakh.
Karbak appreciated the executing agency and contractors for timely completion of the project while maintaining the quality of work. He said that the newly inaugurated gate will add more beauty to the circle headquarters and urged the public to maintain the same.
After the inauguration, the Parliamentary Secretary, along with PRI leaders and officials visited the proposed site for construction of badminton court, which is also sanctioned under SIDF 2016-17.
Karbak also visited the steel bridge that connects Darak administrative circle with Kamba and district headquarters Aalo, which is lying under dilapidated condition and already declared unfit for vehicular movement by the administration.
The MLA assured to take up the matter at state government level for construction of a new RCC Bridge at the earliest.



Society asks administration to redress pubic grievances

DAPORIJO, Aug 18: Expressing resentment over the lack of development activities, the All Taliha Town Welfare Society (ATTWS) in a meeting held at Taliha general ground has appealed to the administration to redress public grievances  at the earliest.
Addressing the gathering, Society chairman Tapik Konia  said that  the people of the  township have been facing  various problems, including scarcity of drinking water, irregular power supply, shortage of medicine in the community health centre and  poor BSNL service, in addition to lack of maintenance of government quarters, irregular service rendered by government staff and lack of subject teachers in the schools.
The Society also demanded immediate posting of ANM and GNM staff with lab technicians in the community health centre.
In his address, MLA cum Horticulture Parliamentary Secretary, Punji Mara assured to look into the pubic grievances and do his best for development of the area.
Participating in the meeting, Deputy Commissioner, A K Singh assured to mitigate the problems faced by the people with utmost priority. He also asked the government employees to render their duty with sincerity and dedication. Severe action will be taken against the government employees who are reluctant to perform their duties in their posting places, he said.
Meanwhile, general  secretary of the Society, Gandhi Dupit assured to donate land for infrastructure development of the township.

NAHARLAGUN, Aug 18: Khyoda Brothers Football Club (KBFC) defeated Deed Circle Football Club (DCFC) by 5-0 in the first match of the day being played at the Rajiv Gandhi Stadium here on Friday.  
KBFC's Byabyang Niagio scored two goals,while Byabyang Charu, Rai Cheke and Biki Muna scored a goal each. Byabyang Negio was declared man of the match.
In the second match played between Bamang Taji Football Club (BTFC) and IG Park Football Club, BTFC won the match by a margin of 3-0.
BTFC's Techi Bida netted the ball twice,while Rei Danial scored one goal. Techi Bida was declared man of the match.

Rumik Tapa and Rumik Katan scored one goal each for the winning team. Only consolation from the losing team was scored by  Koj Tarung.
In another match, Government SecondarySchool, Chimpu registered a win over Itanagar FC 4-2.  Karling Biyu, Biri patung, Sangha Sony and Tai Tapo scored one goal each for the winning team. Charu Lalum and Tasso Chatung scored for Itanagar FC.
On Saturday, Degio Welfare Society FC will take on OM Pachi FC, while Borum United FC will take on Toko Prem FC.



DASH-Lohit mobile app launched
TEZU, Aug 18: Joining as the new Deputy Commissioner of Lohit district, Karma Leki and outgoing Deputy Commissioner Danish Ashraf launched the District's Assessment of School and Health (DASH)-Lohit mobile application on Friday.
DASH-Lohit will assist in day to day monitoring and information management. The system utilizes cellular network to link remote schools and health care centres in Lohit district, and comprises of individual applications for schools and health care centres. The project software was developed under the initiative of Ashraf by NIC Tezu and management consultant.
Later, in an interactive meeting, Leki sought cooperation from the officials and hoped to work as a team for development of the district.Outgoing Deputy Commissioner Ashraf also welcomed Leki and hoped that Lohit district under the new Deputy Commissioner would touch new heights of development. Photo exhibition garners attention

MIAO, Aug 18: A photograph exhibition held recently in Miao by the Miao Explorersgarnered much attention at the general ground on August 15.
A duo of two freelance photographers,Minom Pertin and Roshan Updahyaya of Miao, the Miao Explorers showcased about 200 photographs on the ethnic culture, scenic beautyand wildlife of the district, besides giving a glimpse into hornbills of Namdapha National Park.
Pertin, who is an engineer posted at Miao, said that the exhibition was an attempt to showcase the beauty of the town and its periphery to the world. The photographs have been collected over a period of five to six years, he informed.



'Provide medicines to health centres in Kra Daadi'
PALIN, Aug 18:  Claiming that the medicines supplied from the medical authority during an All Tali Area Students Union (ATASU) conducted three-day long health awareness campaign were expired, the students' union urged the authority to supply new batch of medicines to the district medical and various public health centres of Kra Daadi at the earliest.
The students' union had earlier conducted the campaign at general ground, which concluded on August 14 last. During the campaign, the students' union distributed medicines and solar lamps to the patients.



Org demands cancelation of transfer
ITANAGAR, Aug 18:  In a representation to the state Chief Secretary, the Longding unit of the Arunachal Youth Organization on Friday appealed to her to cancel the transfer of incumbent Longding Deputy Commissioner, Himanshu Gupta.
It has stated that the newly created district needs an efficient IAS officer to ensure better administration, and therefore sought cancellation of the transfer order against Gupta.      



Bharat Jodo Abhiyan at Palin
PALIN, Aug 18:  The Kra-Daadi unit of the Bharatiya Janata Yuva Morcha (BJYM) organized the Bharat Jodo Abhiyan at Nyokum Community Hall, Palin on August 12 last.
During the programme, the executive members of Kra Daadi unit BJYM paid homage to martyr late Lance Naik Pate Tasuk of 17th Guard Rashtriya Rifle Indian Army, who bravely fought against terrorists in Kupwara district of Jammu & Kashmir.
State BJYM President Taring Teri also felicitated the retired military and paramilitary personnel of the district on the occasion.



Assam Rifles extend humanitarian aid
CHANAGLANG, Aug 18: The Changlang Battalion of the Assam Rifles with the help of its recovery vehicle towed a school bus which had skidded off the road and overturned on Thursday morning.
The recovery vehicle towed it away from the edge of a cliff onto the main road.  
The Assam Rifles had sprung into rescue efforts after the school bus with six students on board skidded off the road and overturned while plying along their daily route. The students and the driver escaped unhurt, barring minor injuries.
Meanwhile, the locals, police force and the school authorities have lauded the prompt initiative of the Assam Rifles.



Swachh Bharat campaign
YINGKIONG, Aug 18: A Swachh Bharat awareness campaign was organized by the Geku Unit of Seva Bharati at Katan on Friday.
Speaking on the occasion, Upper Siang Seva Bharati, Secretary Gebuk Burang appealed to the people to adopt Swachh Bharat mission and not let it remain a mere slogan.
Later, a plantation drive was also organized wherein 41 saplings were planted.

Industrial motivation campaign and ESDP prog at Deed
DEED, Aug 18:  An industrial motivation campaign and entrepreneurship-cum-skill development programme was organized by the Itanagar Br Micro, Small and Medium Enterprises Development Institutes (MSME-DI) at Deed in Lower Subansiri district on August16 last.
The objective of the programme was to identify and motivate traditional and non-traditional entrepreneurs having potential for setting up MSMEs and to help them become self-employed.
As part of the campaign, a six week ESDP programme on garment manufacturing is presently underway, exclusively for weaker sections of the society, wherein 30 candidates are taking part.
Programme Coordinator and Br MSME-DI, Itanagar Assistant Director, Christopher Minj informed about entrepreneurship-cum-skill development programme and role of Br MSME-DI, while Chairman of Himalayan Tribal Welfare Society, Debia Teji informed the potentials of garment manufacturing industries in Deed.

Europe again under attack

Terrorist attack has once again hit Europe. This time Barcelona, one of the most prominent city of world famous more for its Barcelona football club has come under the attack of terrorists. Once considered to be relatively safe, the terror attacks in Spain shows how European cities are emerging as easy targets of Islamist terrorists who want to inflict maximum damage. 13 people were killed and 100 injured on Thursday in a terror attack after a van rammed into a crowd of pedestrians on Barcelona's Las Ramblas tourist area. The Islamic state group known as ISIS has claimed responsibility for the attack.

 According to US monitor SITE Intelligence Group, the extremist group's propaganda outlet AMAQ claimed that the executors of the attack were soldiers of the Islamic State. In recent year European cities like London, Paris, and Brussels have come under attack of Islamic terrorists. In most case the attacker has used van or truck to kill innocent people. This presents a startling challenge to the security agencies of Europe. Also the divide between western world and Islamic world will further deepen due to these kinds of terrorist attacks. The right wing religious group will use terror incident to promote islamophobia and create atmosphere of hatred. Already its effect is being felt across Europe. As per the report in international media, the attacks against recently arrived migrants, many of them refugees coming from predominantly Muslim countries have increased in Germany. ISIS will use these kinds of incidents to brainwash the young souls and inspire them to act against West. There is urgent need for talks so that gap between West and Islamic world is considerably reduced. Unless these two civilizations learn to live together peace will continue to elude world.

A lethargic student scared of maths

Dear Editor,

This is an open reply to the author of "do away with maths" dated 15 august 2017 in your esteem daily. I as an aspirant, not entirely against his/her opinion but i am against his way of using "baba adam" terms for having maths as a subject in competitive exams and appeal to remove maths or make it just qualifying in nature.

I think the author is very weak in maths and don't want to do hard work upon it.  He/she is pathetically trying to shape up exams as per his/her convenience which is a shame.

My friend, it is you, me and all other aspirant who will have to shape up ourselves as per the competition. So stop giving excuses.

If it is unnecessary to have maths knowledge for clerical job then it is more useless and unnecessary to know where the first battle of panipatwas fought or whether convex or concave mirror are used in vehicles. There are many more such questions which is useless for a good clerk but it comes in exams so that competition can be established amongst aspirant. Author also cited some illogical example of competitive exams like SBI, SSC and IB. There is no clerical exams in India where maths are not given more emphasis. If you take the example of SSC, it set hardest paper of maths.

Thats why many " I don't wanna do hardwork" type candidates are afraid to appear for SSC.

It is an advice to every aspirant, if you can not do maths problem of state level competition then forget about SSC, SBI, IBPS and IB. Assume state level maths paper as easiest one and do hard work. Lastly, I plea APPSC to not to listen to baseless appeal of lethargic candidates who try to shape up competition as per their convenience because there are aspirant who sincerely work almost a year upon maths to get the job rightfully. Hard work of serious aspirant should not go in vain. Respect hard work!! Do hard work!!

A Patch of grass

Dear Editor,

Everyone is familiar with a patch of grass also called as weeds growing around our surrounding. Every time we clear it using numerous highly sophisticated techniques such as hoeing, plucking, setting fire and even spraying chemicals such as weedicides to make our surrounding look pleasant, but it won’t take long for our hero to return back into our lives making each and every effort of ours go in vain. It grows over and over again, creating a whole menace to our surroundings. It seems our hero is very tough and hardy.

Researchers say: it is a grass which does good service in retaining the soils of the banks of streams and rivers.  Grasses (sand-binding) are in nature the allies of the earth in its battles with the warring elements, and maybe made the direct allies of man in his efforts to protect his interests in the land.

All sand or soil binding grasses have strong creeping rootstocks or rhizomes, often familiarly called "roots," which are really modified underground stems. The best way of propagation of these grasses in most cases is to collect and transplant cuttings of the creeping rhizomes. These are not difficult to obtain, and a comparatively small amount will serve to cover a considerable area (Cover crop), for they may be cut up into single joints, and every joint will serve to establish a new plant.

Now, my point here is, grasses are the pioneers to grow in every barren land, taking its own time and ultimately covering the whole area comparatively much faster than any other shrub or tree. Here, why not we go for speeding the propagation/ planting of grasses, same as series of tree plantation drives on various occasions. The grasses will not only act as cover crop, but also make the soil more suitable for upcoming trees by increasing the biomass content.

We can come a step closer to check soil erosion, especially of those earth cutting areas around the capital complex such as; Yupia road, Chimpu-Gohpur road, Itanagar-Naharlagun road, kharsingsa roadby planting grasses such as; Citronella grass (Cymbopogonnardus), khas-khas (Vietiveriazizanoides),  Munj/ munja grass (Saccharumbengalense), and Broom grass (Thysanolaena maxima).  Indigenous/local grasses are in plenty and easily available.

Basic maths

Dear Editor,

This is regarding the article “Do Away with Math” written in you reader’s forum column of 15th August 2017. The writer is asking for removal of math subject from competitive examination of APPCS exams on the ground that in discharging of duties by the officials, they seldom use the mathematic formulas.

I feel that basic math is the most useful knowledge of all. But the main concern here should not be the use of subjects in daily work of officials, but on the knowledge of candidate up to class ten, since we study basics of all subjects till class ten. The elementary math in competitive exams are of class ten level, so are the questions from other fields like Geography, General science, Polity, History and English.

Argument that in general knowledge paper all students are almost having same knowledge and math is deciding subject in selection of a candidate is not correct. How do you know? What is general knowledge? If you know, general knowledge includes history, geography and polity also, in which students from arts background are better as they study this subject, whereas students of other streams find it difficult to catch up.

So, removing math or any other subjects from competitive exam is bad idea.

Conduct exam

Dear Editor,

I would like to request Arunachal Pradesh public service commission to give tentative dates for the range forest officer exam (RFO).

It has been almost seven months since the advertisements was published. But no further news or notice has been conveyed to the aspirants.  The commission has shown great potential in conducting exams and declaring results in the last few months but this RFO exam has been the dark patch in the white shirt of the commission.

We tried to reach the section officer who is the in charge  of the said exam but his response is always the same," naimalum, naibolsaktai "!

We humbly request the commission to conduct the RFO exam as soon as possible.

When tax neutrality meets India’s Cindrella

On the first of July,2017 the Nation moved a step closer to implementing the world’s most complex unified indirect tax system to replace the world’s most complex and fragmented system of indirect taxation. Goods and Services Tax (GST) -touted as the biggest tax reform seen by independent India aims to bind 29 states into a $2 trillion pan-India common market with 1.3 billion consumers.

GST as it has presented itself pretends to be a messiah of Tax Neutrality across the country. It is one indirect tax for the whole nation, which will make India (including the North Eastern regions) one unified common market. GST is a consumption based tax. This establishes a directly proportional relationship between consumption and revenue collection in a state. The incidence of double taxation will be removed and there will be no cascading effect of multiple levies. Jitendra Singh, Union MoS for DoNER says, “GST will offer these (referring to NE states) an opportunity to realize fiscal growth in tandem with the more developed states of India and thus make up for their own shortcomings.” Now, what remains to be seen is whether the minister’s words ooze unrealistic optimism for a utopian future or lead to a well constructed and calculated plan for holistic development of the region. GST is going to affect each and every one of us and so the pertinent question arise whether this is going to affect us for good or worse. GST has received mixed reactions from all over the nation including our desi Cindrella. A boon or a farcical entanglement?

GST will lead to lower logistical overheads. Being tax neutral, it will eliminate time consuming border tax procedures and toll check posts and encourage supply of goods across inter-state borders, thereby cutting down multiple tax rates imposed by central and state governments. The state will even start getting State GST on import of all goods and services which were earlier outside the ambit of state taxation. This would further act as a catalyst in the implementation of Act East policy.  So, we won’t be seeing dual price labels (one for NE states, another for Rest of India) for the same consumer product. Goodbye unjust duality.

However, India has made its “simplified” tax reform a bit complicated.  There will now be four different rates for indirect taxes on goods and services: 5%, 12%, 18% and 28% plus a 0% rate for items like food grains, cereal, and fresh milk, and a luxury tax (43% and more) on expensive cars and other high-end consumer items. These rates are the highest in the world. In India, nearly 60% of all goods fall under the 18% or 28% bracket of GST. An additional surcharge will apply to some high-tax products—and the rate of that surcharge could be anywhere from three percent (on personal jets) to 12% (on sodas), 17%, 21%, 61%, 72%, 142%, 160%, 204% or 290% (on pipe tobacco). Complicating matters further, there are significant omissions. VAT and state excise duty on alcoholic liquor for human consumption and VAT on petroleum crude, petrol, diesel, aviation turbine fuel and natural gas, stamp duty on transfer of immovable property, electricity duty, road and passenger tax, toll tax, property tax (real estate) will not be subsumed under the “unified” umbrella of GST. (Hypocrisy, eh?)The most notable are alcohol and real estate- two notorious sources of black money. Taking into consideration the current government’s relentless efforts towards curbing it, exclusion of the aforesaid entities seems submissive to the demands of certain groups of tax profiteers.  For a reform meant to introduce a single, simple and low tax rate to India, this bewildering maze is quite hilarious. This spaghetti tangle of taxes is an invitation to corruption, bribery and incentivizes lobbyists to move from one tax rate to another as in many instances a single good/service is taxed at different rates. The government’s idea of One India, One Tax is just a contemporary of their idea of Akkhand Bharat. None seem to exist in reality.

The exemption threshold for GST is 20 lacs in general but in NE states it is 10lacs. As a result, more number of business enterprises would be incorporated within the GST net. The NE state governments fear that if the threshold exemption limit is kept high, large majority of the taxpayers will be below the threshold limit amounting to very little tax collection. But, will it really provide reasonable incentives for new businesses to take shape in the region? Soaking in the hypocrisy,a business having 12lacs turn-over will be exempted in Delhi but taxed in Manipur. This isn’t what the NE region needs at this very hour. Special Economic Advantages and not disadvantages are undeniably the need of the region.
